When voters in France and the Netherlands both voted overwhelmingly against adoption of the proposed new European Union constitution recently, what was it they were actually rejecting? It wasn't the EU itself, nor the principle of European cooperation. They were saying "No" (or "Non") to the entrenchment of neoliberalism as the dominant economic system for the continent. They were voting, too, for the preservation of their liberal social programs, which a neoliberal policy framework could undermine.
